Storm drainage piping shall not be installed in or under a building unless it conforms to one of the following conditions, EXCEPT:

• Installed under a basement or cellar floor.
• Enclosed within a wall cavity without an access panel.
• A leader that does not exceed 10 feet in length.
• Installed in a crawl space with at least 18 inches of clearance.
